Training the teams building digital public services

Qatar created its Digital Factory to build its digital public services internally. We still needed teams capable of delivering them. The Digital Factory Academy, a government programme, trains public agents appointed by their administration, then integrates them into production teams.

The challenge

The academy covers five sectors, from project management to communication. The Technology sector had to bring profiles at heterogeneous technical levels to a demanding common base: concepts of generative AI, data governance, service platforms, integration by APIs and application security. All in an institutional context where data protection remains a top priority.

The solution

Module 1 · Data and AI for public service

Concepts of AI, generative AI and prompt engineering, with their limits applied to the public sector. Data management, quality and governance. Analysis and visualization for decision-making. Data protection: legal compliance, encryption at rest, secure transmission.

Module 2 · Service platforms and APIs

Fundamentals of digital service platforms, content management with hands-on work on Sitecore, business process management and microservices with Camunda, development and integration of APIs with MuleSoft.

Application security and API security

Secure development, strong authentication, session management, static, dynamic and interactive testing, OAuth 2.0 and JWT tokens, OWASP API Security Top 10 and incident response.

Workshops on real cases of the Digital Factory

Each module draws on examples and data from the factory itself, with practice sessions and an assessment at the end of the module.

Certification then immersion

Participants receive a certificate and a digital badge. Those who obtain the best results join the Technology team for three months, with a mentor and a mission evaluated at the end of the period.

The results

The academy functions as an internal recruitment channel: each promotion feeds the Digital Factory teams, and the agents who return to their administration bring back the same technical base. Satisfaction surveys and end-of-module evaluations feed into the revision of the programme from one promotion to the next.
