Evaluating the indicators that guide data and AI strategy
A national data strategy is only as good as the indicators that measure its progress. SDAIA, the Saudi data and artificial intelligence authority, has entrusted us with the review of the national data index, a central part of the update of the national Data and AI strategy of the Kingdom of Saudi Arabia.
The challenge
The national data index runs through the entire strategy: it relates to a main objective but in reality depends on several initiatives spread over other axes, with a reference base that is still partial and an increase in maturity spread out until 2030. The question asked was that of overall coherence: do the indicators, initiatives, budgets and milestones tell the same trajectory?
Our intervention
Comparison of strategic indicators and objectives, and analysis of their overlap with international comparison benchmarks, to guarantee coherent trajectories between them by 2030.
For each of the twelve initiatives and the twenty-seven projects that compose them, evaluation of the actual contribution to the index, in order to establish priorities and clarify responsibilities.
Proposal for a realistic progression of maturity levels year by year, taking into account the scope of the reference base and the acceptance criteria specific to each level.
Verification of the budget sizing with regard to the work to be carried out, distinction between design and execution in each schedule, and enrichment of the risk register and adoption levers.
The results
A set of recommendations submitted to the authority, relating to the alignment of indicators, the contribution of initiatives, the maturity schedule and the sizing of budgets. The kind of mission where the value lies in the accuracy of the view taken on a system which commits an entire country until 2030.
